FOR THIS JOB*
The U.S. Embassy in Mexico City is seeking an individual
for the position of Training Assistant in the Narcotics Affairs
Section (NAS).
BASIC FUNCTION OF POSITION
The employee, under the training and supervision of the NAS
Training Program Coordinator, shares responsibility for program
execution and logistical support of the Law Enforcement Training
Program in Mexico for the Narcotics Affairs Section (NAS).
The training program includes over 250 training courses scheduled
in 2008 for over 6,500 GOM law enforcement personnel. Training
ranges from 2-day seminars to three-week training sessions,
taking place in Mexico, the U.S., and other countries. Under
the Merida Initiative Program, training will likely double
in 2009 AND 2010. In addition to training duties, the NAS
Training Assistant shares responsibility for invitational
travel coordination, under which approximately 300 travel
requests for over 600 Mexican officials are coordinated and
administered annually.
Depending upon qualifications, the position will be at the
full-performance or trainee level. The trainee level position
is designed to bring the incumbent up to the full performance
level of the position.
QUALIFICATIONS REQUIRED
Note: All applicants must address each selection
criterion detailed below with specific and comprehensive information
supporting each item.
- Two years of university studies in Business, Public Administration,
Accounting, Law Enforcement, International Relations or
related field is required.
- FULL PERFORMANCE LEVEL FSN-9: Three (3) years of responsible
experience in organizational planning and development of
which two years should have been with a U.S. Government
agency is required.
- TRAINING LEVEL FSN-8: Two (2) years of responsible experience
in organizational planning and development is required.
At least one (1) year experience should be in a medium to
large company with structured policies and procedures is
required.
- Level IV (fluent) English and Spanish (speak/read/write)
with ability to translate or interpret between Spanish and
English are required. (Please see section “To Apply” on

- Must have good working knowledge of Microsoft Office Suite
programs (Excel, Word, Outlook, Power Point).
SELECTION PROCESS

ADDITIONAL SELECTION CRITERIA

are ineligible to apply for advertised positions within
the first 90 calendar days of their employment.
- Currently employed NORs hired under a Personal Services

within the first 90 calendar days of their employment unless
currently hired into a position with a When Actually Employed
(WAE) work schedule.
- All Local Employee Staff (LES) who have less than one
year working for the Mission are not eligible to apply.

DEFINITIONS
1. AEFM: A type of EFM that is eligible for
direct hire employment on either a Family Member Appointment
(FMA) or Temporary Appointment (TEMP) provided s/he meets
all of the following criteria:
-- US Citizen;
-- Spouse or dependent who is at least age 18;
-- Listed on the travel orders of a Foreign or Civil Service
or uniformed service member permanently assigned to or stationed
at a US Foreign Service post or establishment abroad with
a USG agency that is under COM authority;
-- Is resident at the sponsoring employee’s or uniform service
member’s post of assignment abroad, approved safe haven abroad,
or alternate safe haven abroad; and
-- Does not receive a USG annuity of pension based on a career
in the US Civil, Foreign, or uniform services.
2. EFM: Family Members at least age 18 listed
on the travel orders of a Foreign or Civil Service or uniformed
service member permanently assigned to or stationed to a US
Foreign Service post or establishment abroad with a USG agency
that is under COM authority who do not meet the definition
of AEFM above.
3.Member of Household: A MOH is a person
who:
I) Has accompanied, but is not/not on the travel orders of
a U.S. citizen Foreign or Civil Service employee or uniform
service member permanently assigned to or stationed at a U.S.
Foreign service post or establishment abroad;
II) Has been declared by the sponsoring employee to the Chief
of Mission as part of his/her household; and
III) Resides at post with the sponsoring employee.
4. Ordinarily Resident (OR): A citizen of
the host country or a citizen of another country who has shifted
the main residency focus to the host country and has the required
work and/or residency permits for employment in country.
5. Not-Ordinarily Resident (NOR): Typically
NORs are US Citizen EFMs and EFMs of FS, GS, and uniform service
members who are eligible for employment under an American
USG pay plan, on the travel orders and under Chief of Mission
authority, or other personnel having diplomatic privileges
and immunities.
